Biography


Before graduating from Amos Alonzo Stagg High School in Stockton, California, Mr. Keokham enlisted in the United States Army. He completed basic training at Fort Benning, Georgia, and was later stationed in Baumholder, Germany. During his service, he deployed to the former Republic of Yugoslavia in support of Operation Able Sentry and to Bosnia-Herzegovina in support of Operation Joint Endeavor. His dedication and skills earned him the coveted Expert Infantryman’s Badge (EIB).


After three years of honorable service, he transitioned to civilian life. He remains a committed supporter of veterans through his memberships in the Veterans of Foreign Wars (VFW) and the American Legion.


On June 5, 2018, Mr. Keokham was elected as San Joaquin County’s 18th Treasurer-Tax Collector. In this role, he oversees a $6 billion investment portfolio that benefits San Joaquin County, local schools, and special districts. Additionally, he manages the collection of $2 billion in property taxes and delinquent debts owed to San Joaquin County.


As San Joaquin County’s Treasurer‑Tax Collector, Mr. Keokham serves as an Ex‑Officio Trustee on the San Joaquin County Board of Retirement. In this role, he contributes to the administration and oversight of the County’s retirement pension system for county employees and participating employers, including stewardship of its $5 billion investment portfolio.


His leadership extends beyond San Joaquin County. He previously served as Treasurer of the California Association of County Treasurers and Tax Collectors (CACTTC) before being elected President in 2023. In addition, he actively contributes to several financial and investment boards.


Mr. Keokham serves as a Trustee for the California Asset Management Program (CAMP), a statewide investment pool that manages $23 billion on behalf of 44 counties, 130 cities, and 228 other public agencies across California.


In addition, he was appointed by State Treasurer Fiona Ma to the Local Investment Advisory Board (LIAB), which provides guidance on the investment and reinvestment of $20 billion held in the Local Agency Investment Fund (LAIF) on behalf of 54 counties, 475 cities, and 1,803 other public agencies statewide.

Qualifications

 

In accordance with the California Government Code, Mr. Keokham meets all professional qualifications required for a county treasurer-tax collector.

 

Before being elected to Treasurer-Tax Collector, Mr. Keokham served as the Assistant Treasurer-Tax Collector. He has over 20 years of experience with San Joaquin County.

 

He holds a master’s degree in Business Administration  (MBA) from California State University, Stanislaus. Additionally, he graduated cum laude from Humphreys University with bachelor’s degrees in Accounting and Business Management.

 

In addition, he possesses a valid certificate issued by the California Board of Accountancy authorizing him to practice as a certified public accountant (CPA).
