After graduating from Amos Alonzo Stagg High School in Stockton, California, Mr. Keokham enlisted in the U.S. Army and served as an infantryman. He was stationed overseas in Baumholder, Germany and was assigned to 3-12th Infantry of the 1st Armored Division. He was a member of a Quick Reaction Force (QRF) that was deployed to the Former Republic of Yugoslavia in support of Operation Able Sentry and to Bosnia in support of Operation Joint Endeavor. He earned the coveted Expert Infantryman's Badge (EIB) and was honorably discharged after three years of service. He is a proud member of the American Legion Karl Ross Post 16 and Veterans of Foreign Wars (VFW).
On June 5, 2018, Mr. Keokham was elected as San Joaquin County’s 18th Treasurer-Tax Collector. He is responsible for overseeing a $5.3 billion investment pool for San Joaquin County, local schools, and special districts. He also manages the collection of $1.2 billion in property taxes and delinquent debts owed to San Joaquin County.
In addition, Mr. Keokham serves as an ex-officio Board Member of the San Joaquin County Employees' Retirement Association (SJCERA) and is a member of the San Joaquin County’s Deferred Compensation Advisory Committee. As a SJCERA Board Member Mr. Keokham is responsible for the investment of over $4.1 billion.
Mr. Keokham serves as the Vice President and Mother Lode Area Director of the California Association of County Treasurers and Tax Collectors (CACTTC). In addition, he chairs its Information Technology Committee.
